The national consultation calendar threatens to squeeze the deadlines for the Refoundation process. Resolutions are not expected until after May 2027, while the first electoral deadline is scheduled between May and July of the same year.
It is a puzzle. Electoral technicians and legal experts are debating the appropriate formula to meet the timeline set out in the document titled ‘Programme for the Refoundation of the Republic’. The schedule prepared by the Council of Christian Churches of Madagascar (FFKM) projects the publication of national consultation resolutions after May 2027, leaving little room to meet the electoral deadlines announced in the state program.
According to the timeline submitted to the Southern African Development Community (SADC) on February 28, the first electoral event—a referendum or constitutional election—is expected between May and July 2027. While tight, a former member of the Independent National Electoral Commission (CENI) notes that this should still allow for the commitment to hold presidential elections before the end of 2027 to be met.
The two schedules—those of the Churches and the State—are interdependent. The drafting of a new Constitution must be based on the resolutions of the national consultation. An electoral technician admits, ‘It will be very difficult to hold a first election between May and July 2027 if the resolutions are only known after May 2027.’
During the launch ceremony at the Voara Andohatapenaka village, Prime Minister Mamitiana Rajaonarison and High Counselor for Refoundation, Colonel Thierry Rampanarivo, reassured the public of the State’s commitment to the timeline. Prime Minister Rajaonarison stated, ‘My government will provide full support to the national consultation to ensure we do not exceed the established schedule, so that institutional refoundation is achieved in 2027 and Malagasy people have a legally elected government.’
Behind the scenes, some suggest that political dialogues might prioritize the presidential election before a constitutional referendum to meet the goal of ending the transition within twenty-four months. This scenario could be legally supported by the High Constitutional Court (HCC) decision of November 6, 2025, which allows for the postponement of elections based on an objective assessment of political, security, and technical conditions to ensure a free and transparent process.
