The Seces (Syndicate of Higher Education Teachers and Researcher-Teachers) has raised an alarm regarding the shortage of lecturer-researchers in public universities. They are demanding three hundred budgetary positions to ensure the next generation of faculty.
“A large number of departments are already facing a shortage of lecturer-researchers,” stated Professor Sammy Grégoire Ravelonirina, president of the Antananarivo section of Seces, during a joint statement by the union’s offices last week.
Seces estimates that temporary staff (vacataires) make up 70% of teachers in Madagascar’s public universities. In the English studies department, for instance, they account for half of the teaching staff. “Half of the permanent teachers in our department will soon retire,” a Seces member warned, expressing concern over succession: “We train the best to teach in the field. They start as temporary staff, but due to lack of pay, they end up leaving after a year or two.” Other departments at the Higher Polytechnic School and the Higher Normal School are also facing this shortage.
Seces is demanding three hundred budgetary positions out of the one thousand available this year, “if we want to avoid the closure of public universities in Madagascar.” The union believes that the pace of opening new university institutions remains far higher than the recruitment rate of lecturer-researchers. The union proposes the implementation of digital replacement as a solution and calls on authorities to clean up the lecturer-researcher body to improve university operations and standards.
