Strengthening cooperation: Ongoing projects between Madagascar and the Arab Bank for Economic Development in Africa (BADEA) were discussed during a meeting between the President of the Refoundation, Colonel Michaël Randrianirina, and the President of the financial institution, Abdallah KH. Almusaibeeh, on Sunday in Durban, South Africa. The subject of the Antananarivo – Toamasina “expressway,” a project for which BADEA had already announced its support in 2025, was among the points raised by the two men on the sidelines of the Southern African Development Community (SADC) Summit.
“The meeting focused on strengthening the existing partnership,” the Presidency of the Refoundation reported in its statement. It also discussed expanding cooperation into other areas, the statement continued. In 2025, BADEA had already announced its intention to finance the construction of a section of this road.
An initial announcement was made in February 2025 by the authorities at the time regarding an envelope of 250 to 350 million dollars following a meeting between former President Andry Rajoelina and the former head of BADEA, Sidi Ould Tah. A commitment of 80 million dollars was subsequently confirmed in August 2025 during the official visit of the institution’s new president to the Great Island.
The Durban meeting also covered several other road and rail projects. The Toamasina-Maroantsetra road, the national road RN1 Bis, as well as the rehabilitation of the Fianarantsoa-Manakara (FCE) railway line were discussed. For the RN1 Bis connecting Tsiroanomandidy to Maintirano, earthworks have already been completed on part of the route, and the possibility of proceeding with road surfacing was discussed.
In addition to infrastructure, the discussions focused on industrial development and the local processing of export products. The stated goal is to strengthen the processing of raw materials in Madagascar rather than exporting them in raw form. Colonel Michaël Randrianirina was accompanied by Haingotiana Andriamadison, Minister of Trade and Consumer Affairs, and Ny Riana Nampoina Raharimanjato, Minister of Industry and Private Sector Development.
