The National Social Security Fund (Cnaps) now has a new Director General. Soatiana Bety Léonne, former Minister of Labor, Employment, and Civil Service, was appointed to this position during the Council of Ministers held on Thursday, August 13, 2026. This appointment marks the return to public office for the official who left the government during the cabinet reshuffle in March 2026. It was during her tenure as head of the ministerial department that the recruitment process for a new DG for Cnaps was launched in early February 2026. A total of 109 applications were received following the recruitment call.
The position of Director General of Cnaps had been vacant since the resignation of Vimbina Rahaingonjatovo in early January 2026, and had been held by an interim Director General since then. Soatiana Bety Léonne, who previously served as Director General of the National Office for Employment and Training—another body attached to the Ministry of Labor—is well-acquainted with Cnaps, having served as its supervisory minister under the Herintsalama Rajaonarivelo government.
Cnaps has been going through a turbulent period for several years, marked by repeated leadership changes and scandals that have tarnished its image among contributors and employees. The arrival of Soatiana Bety Léonne at this key position comes at a time when the institution is seeking to restore the trust of its beneficiaries and improve its governance.
