Inspection operations are intensifying. Recent field visits by the Ministry of Higher Education and Scientific Research (Mesupres) have uncovered numerous anomalies within higher education institutions. These include programs launched without authorization, non-existent facilities, and even degrees issued within just a few days or months. These irregularities have led to warnings for some institutions and the ordered closure of others.
The field inspections conducted by the Mesupres Directorate of Accreditation and Quality Assurance (DAAQ) aim to verify the compliance of public and private higher education institutions with authorization and quality requirements. A notable case occurred on August 10 in Tanjombato, where an entity was promoting itself and recruiting students despite lacking an opening authorization. According to Dr. Bearisoa Rakotoniaina, Director of Accreditation and Quality Assurance, some institutions lack offices or proper teaching premises but have already begun advertising and recruiting.
Furthermore, some training programs are offered over suspiciously short periods at exorbitant costs. “A five-day training course costing one million ariary, delivered online with only one group session and a certificate issued in a week, inevitably raises questions about quality,” the official noted. Several institutions have already been ordered to cease activities due to a lack of authorization or required documentation. Two private open and distance learning programs have also been shut down for failing to comply with current regulations.
In some cases, the issue directly concerns the degrees issued. Institutions have been closed for offering a Bachelor’s degree (Licence) after only one year of study. The Ministry reminds students and parents of the necessity to verify an institution’s authorization and accreditation before enrollment or payment.
