Cybercrime: Madagascar joins an international network against online scams initiated by China

Madagascar is committing to international cooperation against online offenses. The Council of Ministers on August 4th approved the Great Island’s integration into an international network specialized in combating cybercrime. Initiated by the People’s Republic of China, this mechanism aims to strengthen international cooperation against offenses committed via telephones and digital networks.

Similar to Interpol or Afripol, this network aims to facilitate cooperation between countries regarding digital offenses. Its specialty lies in cybercrime, which has become increasingly transnational with the development of information and communication technologies. According to the Ministry of Public Security, a single offense can involve multiple countries.

For instance, a perpetrator based in Madagascar might produce or disseminate illicit content, while recipients or accomplices are located in other countries. In such cases, international cooperation is essential to identify perpetrators, trace their digital activities, and gather evidence, the ministry stated.

The police note that in Madagascar, offenses related to phone and internet usage are already the subject of daily complaints. Online and telephone scams are among the most frequently reported incidents. Perpetrators often hide behind screens or phones using techniques to mask their identity and location, significantly complicating investigations.

According to the police, the fight against these offenses is ongoing, with the goal of combining prevention, awareness, and legal prosecution. This approach aims to reduce the number of victims while strengthening investigative capabilities. “The fight against cybercrime does not rely solely on repression. Raising user awareness about internet risks is also an essential lever,” the police explained.

Madagascar’s membership in this network is expected to strengthen exchanges with partner countries and facilitate cooperation in transnational cases. However, technical meetings and several steps remain necessary before the concrete implementation of this cooperation.
