The Malagasy Academy (Académie Malagasy) has taken a firm stance against the rising tide of violence and insecurity in Madagascar. Following their exchange sessions held on September 3rd and 4th, 2024, the institution published a report titled “Academicians for the Return to Ancient Ethical Benchmarks,” calling for an end to superficial measures in addressing national crises.
The Academy notes that traditional mobilization campaigns and security force interventions have reached their operational limits. They argue that the general indifference of society reflects a sense of powerlessness, compounded by the erosion of civil and judicial authority and the normalization of force as a default solution. The participants emphasized that while the State holds the monopoly on legitimate violence, its use must strictly adhere to ethical and legal rules to avoid fueling a cycle of repression and vengeance.
A critical point raised is the “pauperization” of security forces, where budget allocations are heavily skewed toward salaries rather than functional operational needs. The Academy calls for a clear distinction between the responsibilities of the Ministry of the Interior and the Ministry of Defense, urging the government to abandon “simulacra of action” that mislead the public. Instead, they demand genuine public policies rooted in the values of justice, truth, and the Malagasy concept of “fihavanana” (social harmony) to restore peace and public trust.
