A first. The Ministry of Energy and Hydrocarbons has announced the arrival of a diesel shipment reserved for Jirama at the Port of Toamasina on August 12. According to a source familiar with the matter, this import, which bypasses the traditional circuit of the four distributors, was made possible by both the recently granted and renewed licenses of Jirama and the new law regarding certain downstream petroleum activities, as well as the state of energy emergency renewed on Friday. As Minister Radonirina Lucas Rabearimanga points out, it should also help strengthen the supply to Jirama’s power plants, particularly during the low-water season.
The shipment, transported aboard the tanker Sunda One, is expected to “cover Jirama’s consumption for several months,” the minister assures. The national electricity company should therefore no longer be required to purchase diesel imported by the usual distributors at the real market price under direct B2B contracts. “This is a sign of the end of the monopoly” in fuel import and distribution that has been repeatedly announced by the authorities, our source confided.
For now, the ministry could not be reached to confirm whether the special Jirama diesel was imported by the company itself, which has just had its license renewed, or by another entity authorized by the State. On Friday, a special Council of Ministers was held to “renew the state of energy emergency for the next 15 days” and, in parallel, to “requisition Jirama so that it can, in accordance with this emergency, engage in all necessary steps for negotiations regarding the purchase and supply of diesel to fuel its power plants for the next six months.”
Our contact also mentions “a first application of the recent law setting the principles governing the exercise of certain downstream petroleum activities by an entity authorized by the Malagasy State.” This concerns, among other things, the fuel storage component, noting that while Jirama has a storage license as announced by this week’s Council of Ministers, it does not yet have the necessary infrastructure for this activity.
In his statement to the press from Toamasina on Friday, Minister Radonirina Lucas Rabearimanga indicated that a coordination meeting was to be held at the Galana Refinery oil terminal in Toamasina with the relevant officials to prepare for the arrival of the Jirama shipment and another fuel shipment belonging to the country’s four traditional distributors.
As the minister reiterated, the diesel intended for Jirama is expected to support electricity production for several months. Radonirina Lucas Rabearimanga recalled that during these low-water periods, electricity production for the Antananarivo interconnected grid relies mainly on the Ambohimanambola combustion turbines (TAC) which run on diesel, while in several regions of Madagascar, Jirama operates using diesel-powered generators.
