An “option referendum” to decide. Young people gathered at the Ivato International Conference Center (CCI) last week decided to submit the question regarding the form of the state to all Malagasy voters. “We propose choosing between two forms of state,” reported the representative of the participants in the national consultation during the reading of the resolutions. “A highly decentralized unitary state with a tricameral parliamentary system, or a federal state guaranteeing a balanced distribution of powers between the federal state and the federated provinces,” he continued.
Debates on the subject were already intense during the three days of consultation and were amplified on social media, where voting results were published. “But there was no vote during these three days,” assured one of the spokespersons for the participants during the opening of the closing ceremony. “There was a real consultation and a confrontation of ideas,” she continued, ensuring that the resolutions emanated from all participants. These propose that a “national debate that will allow for a constitutional election” be held to decide on the details.
“A technical committee will be formed to establish the draft texts” to be submitted to popular consultation, continued the reader of the resolutions regarding the governance component. The subject will also be “submitted to the National Consultation and to the vote of Malagasy voters,” confirmed the President of the Refoundation, Colonel Michaël Randrianirina, to whom the resolutions were officially handed over on Saturday at the closing of the event. He confirmed having received the document and promised to transmit it to the Ecumenical Council of Christian Churches and all entities in charge of organizing the national consultation.
