INVESTMENT – Madagascar Opens Doors to Egyptian Operators

The Head of State affirmed that Madagascar is seeking partners for comprehensive and sustainable projects, opening its doors to Egyptian investors. This proactive stance comes against a backdrop of friction with parts of the local private sector.

“Now is the time to invest in Madagascar,” stated Colonel Michaël Randrianirina, Head of State, during his opening speech at a meeting with the General Authority for Investment and Free Zones (GAFI) during his official visit to Egypt on Thursday.

In the Egyptian economic landscape, GAFI plays a key role in regulating and promoting investment. The Iavoloha resident used the opportunity to roll out the red carpet for Egyptian investors, noting that his observations during his stay convinced him of Egypt’s expertise and capabilities.

“During this stay in Egypt, I have witnessed many remarkable achievements… These major infrastructures show that a vision can become reality when it is based on clear planning, mobilized funding, technical know-how, and rigorous monitoring,” he declared. He invited Egyptian investors to bring their capital and expertise to Madagascar, emphasizing the importance of South-South cooperation.

The Colonel acknowledged structural challenges such as energy, logistics, and administrative burdens, but insisted that these are not insurmountable. He emphasized that the government is seeking long-term partners who are willing to transfer technology, train staff, and invest jointly with Malagasy companies.

However, this appeal comes at a time of tension with the local private sector. The Groupement des entreprises de Madagascar (GEM) suspended its participation in public-private dialogue mechanisms in late June, citing a “prolonged denial of justice” regarding its representatives in the CNaPS board of directors. Additionally, the Groupement des entreprises franches et partenaires (GEFP) has raised alarms about the threat to two hundred thousand direct jobs due to fiscal instability and economic insecurity.
