Madagascar is accelerating the modernization of its public administration through digital technology. The Technical Assistance Facility for Refoundation (FAT) aims to make public services more efficient, accessible, and tailored to the needs of citizens.
The government is banking on digital transformation to modernize public administration. The FAT, launched yesterday at the Iavoloha State Palace, is designed as a flexible and pragmatic tool to address the needs expressed by ministries and public bodies, aiming to remove obstacles that hinder the daily functioning of the administration.
This strategic program aims to improve the speed and quality of public services through digital technologies. It represents a new step in strengthening institutions, improving the implementation of public policies, and accelerating Madagascar’s structural transformation. “When institutions function better, public services improve, citizen trust is strengthened, and the country moves toward prosperity,” emphasized Anthony Ngororano, Resident Coordinator of the United Nations System in Madagascar.
Beyond being a simple support tool, the FAT offers technical assistance directly adapted to the needs of public administrations. The program will run from January 2026 to December 2030. Since its launch, several national training institutions have already benefited from capacity building, such as the National School of Administration of Madagascar (ENAM), the Malagasy Institute of Planning Techniques (IMaTEP), and the National Institute for Decentralization and Local Development (INDDL).
“This initiative reflects our desire to build a public administration that is more efficient, agile, responsible, and above all, closer to the expectations of the Malagasy citizens,” stated Colonel Michaël Randrianirina, President of the Refoundation.
The ceremony also featured the presentation of certificates to 170 focal points trained within the public administration and public investment projects. Addressing the beneficiaries, the Head of State urged them to put their skills at the service of modernizing the administration. “You are called upon to become, in your respective institutions, the engines of change, the relays of continuous improvement, and the architects of an administration that produces concrete results for the population,” he declared.
Through its technical support for this initiative, the UNDP is accompanying Madagascar in the modernization of its public administration. This partnership is part of Sustainable Development Goal (SDG) 16, which aims to promote effective, accountable, and transparent institutions, considered a pillar of sustainable development.
