The Autonomous Port of Toamasina Management Company (SPAT) has announced the commencement of construction for the new dry port, a project aimed at reducing logistics costs and streamlining trade.
Development work for the new Toamasina dry port began on Monday in Tsarakofafa. This infrastructure is part of the Toamasina port expansion phase. In a statement, the port authority noted: “This step marks the official launch of the implementation of the Toamasina Multimodal Logistics and Port Platform (PMLPT) project.” According to SPAT, this is a strategic project under the “SPAT 2.0” vision, designed to modernize transport and logistics infrastructure, enhance port performance, and position the city as a major logistics hub in the region.
The construction of the new Dry Port III aims to address the challenge of adapting port capacity to the growth of international trade and establishing Toamasina as a primary hub in the Indian Ocean. Currently, some goods still transit through Reunion or Mauritius due to a lack of adequate storage infrastructure, which increases logistics costs.
The project follows a 2025 court ruling ordering the clearance of the Dry Port III site from unauthorized occupants. SPAT emphasized that it prioritized dialogue and consultation with the residents of Tsarakofafa before starting work, acknowledging that some families may have been victims of land scams. To support the affected households, SPAT has established a one-stop shop for relocation coordination and is providing each household that voluntarily vacates the site with a 250 m² plot at Dry Port II, including full legal assistance for land title registration.
