National Consultation: UN and AU Envoys Emphasize Inclusivity

On a mission to Madagascar until tomorrow, envoys from the United Nations (UN) and the African Union (AU) are conducting a series of consultations. During a meeting with the Prime Minister yesterday, they emphasized the importance of inclusivity in the national consultation process.

Inclusivity was the central theme discussed regarding the Republic’s refoundation process during the meeting between Prime Minister Mamitiana Rajaonarison and the joint UN-AU delegation at the Mahazoarivo State Palace. The delegation, led by Mohamed Idriss Farah, Special Envoy of the AU Commission Chairperson for Madagascar, and Parfait Onanga-Anyanga, Special Representative of the UN Secretary-General to the AU, has been meeting with various Malagasy stakeholders since Monday.

According to a statement from the Prime Minister’s office, the envoys insisted that the refoundation process must be inclusive, ensuring participation from all sides. This stance aligns with the recent extraordinary summit of the Southern African Development Community (SADC), which also called for an inclusive dialogue and national reconciliation during the transition period.

Observers note that this push for inclusivity carries significant political weight, particularly regarding the potential participation of former President Andry Rajoelina in the constitutional restoration process. However, the current administration, including the Head of State, Colonel Michaël Randrianirina, has maintained that the national consultation is reserved for Malagasy citizens, explicitly excluding those deemed no longer to hold such status. The government maintains that its definition of inclusivity focuses on engaging all domestic political actors, including the opposition.
