PUBLIC INFORMATION – Vote on the bill remains in limbo

Expected during the first parliamentary session, the vote on the bill regarding access to public information has been postponed indefinitely. There are growing calls for it to be included on the agenda of the upcoming extraordinary session.

The bill, known as LACIP, was previously on the agenda for the first ordinary session of the National Assembly, which concluded earlier this month. Although it was validated in committee and scheduled for a plenary vote on May 18, deputies ultimately decided to postpone the review indefinitely.

Access to public information is considered a cornerstone of transparency and a key defense against corruption. Civil society organizations, including Transparency International Initiative Madagascar (TI-MG), are urging the government to prioritize this legislation, noting that the debate has dragged on for over twenty years. TI-MG has criticized the delay as a “political refusal,” arguing that it deliberately hinders the fight against corruption.

While the Council of Ministers has called for an extraordinary session at the request of the National Assembly, the specific agenda remains unknown. Advocates are now lobbying to ensure the LACIP bill is included in the upcoming parliamentary work.
