ILLEGAL LAND RECLAMATION – Owners of the land and trucks identified

The government-parliamentary session held on Friday was highlighted by a firm statement from the Minister of Land Use Planning regarding the scandal of illegal land reclamation in Alasora.

Following the discovery of illegal land filling activities in flagrante delicto by the Head of State, Colonel Michaël Randrianirina, in Alasora last week, General Lylison René de Rolland, Minister of Land Use Planning and Land Services, has formally called upon his counterpart in Public Security.

“As the investigation progresses well, the individuals responsible for this illegal land reclamation should be unmasked,” he declared to the Minister of Public Security on Friday during a question-and-answer session at the National Assembly in Tsimbazaza.

The Minister confirmed that “the owners of the land as well as the owners of the trucks used to transport the fill materials have been identified.”

This case adds to a long series of previously recorded illegal land reclamation incidents. While administrative measures, such as the seizure of equipment and the imposition of fines, have been applied in the past, they have not been sufficient to curb the phenomenon. These sanctions have also failed to reach potential high-level accomplices.

Inflexible

The Minister of Land Use Planning and Land Services insists that this reclamation is illegal. “No authorization has been issued by the Ministry of Land Use Planning. Consequently, these reclamation works are entirely clandestine,” he stated.

The Ministry maintains an inflexible stance on projects that threaten the Greater Antananarivo area. “Land reclamation leading to flooding will not be authorized. No land filling capable of causing floods will be validated in Antananarivo,” declared General Lylison René de Rolland.

The goal of the 2022 ban on land reclamation was to prevent flooding in Greater Antananarivo. This ban was partially lifted in May. “The decree we proposed aims not to hinder development. Therefore, only reclamation intended for the construction of factories or housing, as well as the elevation of buildable land, will be eligible for authorization,” the Minister explained to the parliamentarians.

The granting of administrative authorization is based on a strict procedure. Technicians are dispatched to the site to evaluate specific conditions, with a particular focus on sanitation and water drainage networks. Only after this expert assessment, and based on their recommendations, will the Ministry make its final decision.
