The 2027 draft finance bill includes funding for the organization of a referendum and a presidential election. A budget of over 199 billion ariary has been allocated to the Independent National Electoral Commission (CENI).
The state has identified the preparation and holding of these elections as a priority. The 2027 political calendar is taking shape through the provisions of the finance bill, which allocates specific credits for these two electoral events. The budget framework letter emphasizes that these expenses are distinct from the permanent missions of ministerial departments, adhering to principles of sincerity, transparency, and fiscal sustainability.
The 199 billion ariary allocated to the CENI represents nearly four times the budget of approximately 50 billion ariary recorded in the 2026 supplementary finance law. While the text does not provide a detailed breakdown between the referendum and the presidential election, it reflects the state’s commitment to organizing them next year. Head of State Colonel Michaël Randrianirina has personally pledged to hold these elections in 2027.
Minister of the Interior and Decentralization, Velonjara Rakotonandrasana, confirmed the state’s readiness, while Minister in charge of Refoundation, Hanitra Razafimanantsoa, noted that the referendum would be the first electoral event of the year. Both officials emphasized that a national consultation process must precede the referendum.
The national consultation, led by the Council of Christian Churches of Madagascar (FFKM), is currently in the training phase for facilitators. The FFKM does not expect to publish resolutions until after May 2027, which could potentially impact the electoral timeline. Additionally, Colonel Randrianirina has indicated that a restructuring of the CENI remains a possibility based on ongoing political consultations.
