The management of public investments is set to undergo a reform. The State intends to develop a national policy defining the main areas for improving practices in this sector. The collection of proposals began a few days ago at the Prime Minister’s Office to design this new management policy.
According to explanations provided yesterday by Maminirina Murielle Rabemananjara, Director General in charge of public investments at the Prime Minister’s Office, the consultations will focus on nine key areas to define this policy.
The objective is to establish a structured framework for the efficient and transparent use of public funds to improve the living conditions of the population. The collection of proposals will end on October 9. A week will then be dedicated to their synthesis before developing a financing strategy for infrastructure necessary for regional development.
“This policy will be adapted to the needs of the population,” the Director General specified. The government will also define priority projects for which funding will be sought from partners.
Prime Minister Mamitiana Rajaonarison stated that “foreign partners should no longer necessarily be the ones defining the priorities for the funding they grant to Madagascar.” The consultations will also focus on developing a cooperation framework between the State and private companies. According to the guidelines presented by the Prime Minister, the goal is to define a common vision of the principles and modalities of this cooperation.
The development of this national policy will span nine weeks, with meetings led by the head of government. A platform responsible for investment management will be established after the policy comes into effect.
“We will establish a long-term vision and technical foundations focused on investments that produce concrete results and contribute to the development and improvement of the living conditions of the Malagasy people,” added the Prime Minister during a special meeting he chaired in Mahazoarivo.
