NATIONAL COCOA PLAN – Regional producers share their views

The cocoa sector is looking ahead to the next ten years. A series of regional consultations with cooperatives and producer organizations has been held in various production zones.

The first phase of this process involved meeting with all key stakeholders in the main cocoa-producing areas, including Antsiranana, Ambilobe, Ambanja, and the SAVA region, as well as producers and operators in the Southeast. Decentralizing these discussions is essential for the future of the cocoa industry.

During the consultations, local stakeholders highlighted field challenges, from production to marketing, and proposed ways to sustainably strengthen the sector. This initiative aims to adapt the strategic framework to profound changes in the global cocoa market, ensuring the reputation of Malagasy cocoa is preserved.

Key challenges identified include climate change, deforestation, stricter export market requirements, and price volatility. Haingo Razafimbelo, a consultant at Ladvisory commissioned by the National Cocoa Council (CNC), stated that updating the National Cocoa Plan is necessary to define strategic directions for 2026-2035.

The process includes reviewing the previous 2017-2026 plan to identify achievements and shortcomings. In areas like Ambilobe, deforestation is a major concern, particularly regarding access to European markets which demand strict traceability. The ongoing workshops aim to establish strategic priorities to guide the sector’s development over the next decade.
