Improving the performance of jurisdictions through clearly defined objectives. On Thursday, judicial officials in Madagascar signed performance contracts setting out the missions and expected results to improve the functioning of the justice system. Minister of Justice Fanirisoa Ernaivo stated that officials who meet the set targets will be eligible for bonuses, while those who fail to meet them will face negative sanctions. These contracts provide for deadlines of 6, 12, 18, and 24 months, depending on the actions to be carried out.
Among the priorities is the acceleration of judicial case processing. Rapid Operational Processing Units (COTR) will be established as part of the “Rapid Result Initiative” (RRI) to handle files within specific timeframes. The goal is to gradually reduce the backlog of pending cases and enable jurisdictions to ensure real-time processing.
The implementation of these objectives must also be accompanied by improvements in material resources. The Ministry claims to have begun strengthening the power supply for jurisdictions across the country, with measures already deployed to limit the impact of power outages on court operations. IT equipment upgrades have also begun in Antananarivo and are set to be extended to all 58 jurisdictions across Madagascar. Vehicles are also planned for the courts, with the necessary funding reportedly already secured.
The signing of the performance contracts was also accompanied by the presentation, launch, and distribution of 11 reference documents for jurisdictions. These tools are intended to strengthen the quality, transparency, and accountability of judicial services in Madagascar.
