Asset declaration is a preventive mechanism aimed at strengthening transparency, accountability, and integrity in public service, as mandated by Law No. 2016-020 on the fight against corruption.
The regional Customs service of Mahajanga officially submitted the asset declarations of its four subject officers yesterday, Friday. The ceremony took place at the headquarters of the Independent Anti-Corruption Bureau (Bianco) in Mahajanga.
“This initiative, led by Customs Receiver Biankinana Russel Gerald, demonstrates the service’s commitment to fulfilling legal obligations regarding the prevention and fight against corruption. By completing this formality with Bianco, the officers concerned fulfill their legal duty and contribute to promoting the principles of good governance and responsibility within public administration,” emphasized Sitraka Harivony Maria Patrick Razanabahoaka, the territorial director of Bianco.
This action highlights the importance of collaboration between public services and institutions tasked with preventing and fighting corruption, contributing to an administration built on transparency, integrity, and accountability.
Article 41, paragraph 2, of the Constitution requires individuals holding public office to declare their assets at the beginning of their mandate, which must be submitted to the High Constitutional Court (HCC). This obligation applies to the President, the Government, Deputies, Senators, and members of the HCC, among others.
Furthermore, Law No. 2016-020 of August 22, 2016, extends this obligation to public agents in high-responsibility positions (director level or above) and judicial or economic police officers. The asset declaration must be renewed every two years. The central Bianco office in Antananarivo finalized the declaration form towards the end of 2025.
Currently, the total number of people who have completed their declarations is not yet available, as the central Bianco database is undergoing updates to account for deaths, retirements, and other changes in the status of subject individuals.
