The Ministry of National Education has announced an exceptional measure to regularize the administrative status of certain contract agents. This initiative targets individuals who were qualified to be recruited as civil servants but were initially hired under contract. It specifically concerns graduates from Higher Teacher Training Schools (ENS) holding a Certificate of Pedagogical Aptitude (Capen) and those from Regional Centers for Pedagogical Training and Research (CRFRP).
This measure follows a ministerial note issued on May 5, 2026, by the Ministry of Labor, Employment, and Civil Service. According to the Human Resources Department of the Ministry of National Education, the appointment will be based on grade parity, with the retention of seniority acquired since the agent’s last administrative status.
The Ministry emphasizes that this is a one-time, exceptional regularization and does not constitute a permanent recruitment or tenure mechanism. Concerned agents must submit a file including a formal request with their supervisor’s approval, certified copies of their diplomas, authentication documents, and equivalence certificates.
The application must also include proof of the last administrative status, a certificate of continuous service, a certificate of assumption of duty, and proof of salary payment. Files must be submitted through official channels to the Human Resources Department located at the National Institute for Pedagogical Training (INFP) in Mahamasina.
The deadline for submission is August 31, 2027. The Ministry urges regional directorates and school districts to assist the concerned personnel in preparing their applications, aiming to finally regularize the status of staff trained to join the civil service.
