A female Prime Minister in Morocco. Fatima Ezzahra El Mansouri has become the first woman to lead the Moroccan government. King Mohammed VI appointed her as Head of Government on Tuesday, following the victory of her party, the Authenticity and Modernity Party (PAM), in last week’s legislative elections.
King Mohammed VI received Fatima Ezzahra El Mansouri at the Royal Palace in Rabat and tasked her with forming the new government, according to a statement from the Royal Cabinet. As the national coordinator of the PAM, she must now begin the necessary consultations to build a government coalition.
“This is a truly historic moment,” the new Prime Minister declared after the royal reception. “For the first time in our country’s history, a woman is taking on the responsibility of leading the government. This is not only a source of pride for me, but for all Moroccan women,” she added.
The PAM secured 97 out of 395 seats in the House of Representatives during the legislative elections. The center-right party, which was part of the outgoing government coalition, does not hold an absolute majority and will need to form alliances with other parties to establish a government. The legislative election saw a voter turnout of 38%, the lowest level in nearly 20 years.
“The work begins today,” said Fatima Ezzahra El Mansouri. The first consultations will take place within the PAM before discussions with all political parties. However, the major strategic orientations remain under the King’s purview. The next government is set to serve a five-year term.
A lawyer by profession, Fatima Ezzahra El Mansouri joined the PAM at its inception in 2008. She had already made political history in Marrakech by becoming the city’s first female mayor in 2009 at the age of 33. She is currently serving her second term in that position since 2021.
Fatima Ezzahra El Mansouri also served as Minister of Housing in the outgoing government led by Aziz Akhannouch. She was elected as a deputy in the September 23 elections. She will be replaced in Parliament by the second candidate on her list but will retain her mayoral mandate until the next municipal elections, scheduled for 2027.
The new head of government takes office against a backdrop of distrust toward the political class and concerns related to unemployment and inequality, particularly among the youth. “We are fully aware that this period will be important and marked by high expectations from Moroccans, especially the youth,” emphasized Fatima Ezzahra El Mansouri. She announced a program aimed at providing “concrete and realistic solutions” to citizens’ concerns.
