“It is my dearest wish, because I am a man of my word.” Colonel Michaël Randrianirina, President of the Refondation, intends to respect the schedule he announced, which provides for a new Constitution and the organization of elections in 2027. In an interview with the United Nations radio on the sidelines of his trip to New York for the UN General Assembly, the President of the Refondation stated that he believes in the established calendar and estimates that Madagascar will be able to organize elections starting in July 2027.
However, the schedule remains linked to the completion of the electoral reform process and the conclusions of the political consultation he initiated in August, the head of state indicated. According to him, the report of this political consultation is expected in November.
This new legislation is intended to frame the organization of the constitutional referendum planned for 2027. “The last electoral code is no longer credible. It is also a subject of debate,” explains Colonel Michaël Randrianirina, who wishes for the lessons learned from the political consultation to be integrated into the new electoral framework.
The Independent National Electoral Commission (CENI) must also undergo reform. The head of state acknowledges that the institution is controversial and believes it is not sufficiently credible “in the eyes of Malagasy politicians and the Malagasy people.” Its composition and structure could thus be reviewed following the political consultation.
According to the President of the Refondation, the overhaul of the electoral list, initiated in July 2026, could be completed “during the month of April 2027.” The CENI, in its current form or under a new configuration, should then be ready to organize elections starting in July 2027, if the process follows the planned schedule.
“I believe in our schedule, I believe we will manage to organize an election in 2027,” affirms Colonel Michaël Randrianirina. He also links the respect of this schedule to the commitment of the Refondation government, believing that it “must be of the same opinion” as him regarding the will to meet the announced deadlines.
