On Thursday, Carney welcomed the proposal by European Commission President Ursula von der Leyen to make Canada the EU’s first “associate member.” Meanwhile, Donald Trump warned that he could impose “very heavy tariffs” or cut off trade with Europe if this initiative is perceived as a “hostile act.”
Speaking before the European Parliament in Strasbourg, Carney stated that Canada “welcomes this ambition,” believing that both partners are “stronger together.” He also noted that polls indicate majority support among Canadians for closer ties with Europe.
The Canadian Prime Minister emphasized that this rapprochement is based on shared interests and values, rather than the formation of a new bloc directed against the United States or any other power. He highlighted defense, critical minerals, artificial intelligence, energy, space, and financial services as key areas for strengthened cooperation between Ottawa and Brussels.
The proposal for associate status remains a political opening at this stage, with its legal and institutional framework yet to be defined. The term “associate member” is not currently a status legally defined by EU treaties, and the concrete modalities will require further examination by member states.
