Land conflicts that have persisted for years may soon be addressed directly on the ground. The Ministry of Land Use Planning and Land Affairs is preparing to establish a Land Regulation Committee, designed to facilitate the settlement of disputes between communities and individuals claiming land ownership. According to the Minister of Land Use Planning and Land Affairs, General Lylison René de Roland, the draft decree for the creation of this structure has been finalized and will soon be submitted to the Government Council and the Council of Ministers.
“The draft decree is ready. It will be sent to the Government Council and then to the Council of Ministers next week. The highly anticipated committee can then be established,” the minister stated. The mechanism provides for intervention at the local level whenever a land conflict is reported. The committee will travel directly to the sites concerned, led by the district or the prefect, with the participation of land technicians. Local authorities and representatives, including mayors, fokontany chiefs, deputies, and other elected officials, will also be involved in the discussions.
The objective is to compare different versions and available evidence to establish the facts and determine the rightful owner of the land. The conclusions of these discussions will be recorded in a written report, which will serve as the basis for future decisions.
For General Lylison René de Roland, this structure is intended to tackle disputes that have been dragging on for years. “There are land conflicts that have lasted for several years. This committee will allow them to be resolved,” he declared. He even estimates that settling these cases could have a major impact on land litigation in the country. “There will no longer be problems left without a solution in court. Once these conflicts are settled, 90% of land problems could be resolved,” he asserted.
The project is part of the authorities’ desire to implement a legal mechanism that allows land conflicts to be handled as close to the communities as possible and to facilitate their resolution.
