Governance, employment, health, and electricity are among the twelve themes of the national consultation and the primary concerns expressed by citizens. Through their testimonies, they highlight the difficulties encountered in their daily lives.
Governance and the management of public affairs particularly concern administrative procedures. Voahangy, a mother met in the corridors of a public service office, mentions the difficulties encountered when processing her files. “We often face difficulties when carrying out administrative procedures. Sometimes, we are asked for money to speed up the processing of our files, even though we normally have the right to carry out these procedures for free or under the prescribed conditions,” she emphasizes.
Employment falls under the theme of economy and development. For Toavina Rajery, a student at the University of Antananarivo, access to work is a major expectation. “What I expect most for us, the youth, is access to employment. We are suffering and we encounter many difficulties in finding a job,” he explains.
Essential social services, particularly health and electricity, are also among the concerns expressed. “What we expect, above all, is an improvement in health for the entire population,” says one citizen interviewed. Power outages remain a recurring concern. “The load shedding has been going on for years. We have been waiting for solutions and asking for them for a long time,” laments Rasendra.
The twelve themes addressed also cover fundamental rights, justice and the rule of law, social cohesion, Malagasy culture and values, environment and climate, territory and decentralization, foreign relations and sovereignty, natural and local resources, as well as human security and vulnerable people. Through the testimonies collected, several of these themes take on a concrete dimension: administrative procedures, job hunting, access to healthcare, and electricity. These are all daily concerns that the national consultation is called upon to address.
