Starting from the 2027 session, the A, C, and D streams will be phased out of the general baccalaureate in Madagascar. Candidates will now sit for exams in three streams: L (Literary), S (Scientific), and OSE (Organization, Society, and Economy). This reorganization was officially adopted by decree on August 31, as part of the scaling up of the new national curriculum from preschool to the final year of high school.
This decision ends the transition period where the old and new systems coexisted. The new curriculum, developed since 2018 and piloted in 168 schools across 18 districts in 2020, will now be mandatory for all schools in the Malagasy system. Yves Martin Razafimandranto, Director General of Pedagogy at the Ministry of National Education, noted that while the majority of public schools have already adopted the new system, many private institutions were still utilizing the old one.
Professor Angelo Raherinirina, Director General of Higher Education, explained that the coexistence of systems had significantly increased the workload for exam designers, who had to prepare seven different sets of subjects. Limiting the exam to the three new streams is expected to streamline this process.
The Ministry plans to support this transition through teacher capacity building and by analyzing exam papers to accommodate students from the old system. Furthermore, the reform aims to move away from rote learning and “predictive” exam preparation, focusing instead on practical skills and employability. The new curriculum replaces the 1996 framework, which the Ministry deems outdated, with the goal of fostering creative, respectful, and patriotic students.
