TOLIARA – A new Special Delegation President (PDS) appointed

The Ministry of the Interior has appointed Tondraha Razaha as the President of the Special Delegation (PDS) for the urban commune of Toliara, under decree number 28.547/2026. The decree, dated August 31, 2026, was signed by the Secretary General of the Ministry of the Interior, Nalisoa Voahangiarimino Randriantomponera.

The appointment comes three months after the position became vacant following the death of Mayor Jean Rabehaja in June. The delay in the official announcement was reportedly due to administrative registration processes at the Prime Minister’s office, amid growing media pressure.

Tondraha Razaha, currently the president of the Toliara municipal council and a former deputy, leads a trio of newly appointed officials. The other two members of the special delegation are Veloson Grégoire Randrianandrasana, a professor at the University of Toliara, and Serge Vital, a local youth association leader and nephew of former Prime Minister Camille Vital.

This new leadership team faces the significant challenge of restoring order within the Toliara urban commune, which has been struggling with sixteen months of salary arrears and urgent municipal issues, including waste management, market regulation, and urban cleanliness.
