The Urban Commune of Toliara finally has its new leader. The Ministry of Interior and Decentralization has appointed Tondraha Razaha as the President of the Special Delegation (PDS) to take the reins of the main city in the Atsimo Andrefana region.
He is a figure who knows the inner workings of the City Hall of the ‘City of the Sun’ perfectly. Before this appointment, made official by a decree signed on August 31, he held the position of President of the Municipal Council under the banner of the Firaisankina platform. In the exercise of his duties, the new PDS will be supported by two vice-presidents, Veloson Grégoire Randrianandrasana and Serge Vital.
This appointment fills an institutional void and puts an end to a period of uncertainty that had weighed on the management of the municipality for several months. Elected mayor of Toliara during the municipal elections of November 2024, Jean Rabehaja had quickly faced serious health problems. Weakened by a long illness that kept him away from public affairs and forced him to undergo intensive care abroad, the mayor passed away in early May during his medical evacuation to India.
Faced with the vacancy of the municipal executive power left by the passing of the elected mayor, the establishment of a special delegation was necessary in accordance with regulatory texts, in order to ensure the continuity of public services and to initiate the revival of development projects for the city of Toliara.
