An EITI delegation is expected in Madagascar from September 7 to 11 to evaluate the country’s commitments to mining transparency and monitor the implementation of recommendations from the third validation.
The governance of mineral resources is back at the center of discussions in Madagascar. From September 7 to 11, 2026, a delegation from the International Secretariat of the Extractive Industries Transparency Initiative (EITI) will visit the country to assess the sector’s status and evaluate the continuity of transparency commitments amidst a period of institutional reform.
The delegation is led by Khamal Clayton, Senior Policy Manager at the Initiative. He is accompanied by Solofo Rakotosehono, Advisor for Francophone Africa, and Papa Alioune Badara Paye, Advisor and Country Manager for Madagascar at the International Secretariat. Their mission comes as the country remains under a period of increased vigilance, a status decided in November 2025.
Beyond administrative monitoring, the issue directly impacts society. In a sector that mobilizes significant natural resources, access to reliable information on mining activities, permits, and revenues serves as a lever to strengthen accountability and public trust.
The participation of civil society remains essential to voice the concerns of affected communities.
The delegation is scheduled to meet with senior government officials, including the Minister of Mines, who serves as the Initiative’s champion in Madagascar. Representatives from extractive companies, civil society, and international partners, including the International Monetary Fund and the World Bank, will also be consulted.
Key topics for discussion include the follow-up on the third validation recommendations, the preparation of the 2024-2025 report, and the resumption of mining permit issuance. The goal is to preserve achievements and consolidate a mining governance framework that is more transparent, inclusive, and beneficial to the community.
