The US Congress has officially validated the extension of the African Growth and Opportunity Act (AGOA) until December 2028. The text is now awaiting the signature of US President Donald Trump, the final step before it enters into force.
Following the Senate’s approval on August 8, the US House of Representatives passed the bill with a large majority. This is a major milestone for maintaining the preferential trade regime that benefits several sub-Saharan African countries, including Madagascar.
The Ministry of Trade and Consumption of Madagascar stated that this is significant and hopeful news, as it provides stability and visibility for Malagasy exporters and strengthens investor confidence. Products under the AGOA regime, particularly in the textile, vanilla, and spice sectors, represent a significant portion of Madagascar’s exports to the United States.
Looking beyond 2028, the Malagasy government, alongside other African beneficiaries, aims to advocate for a further 10-year extension to ensure long-term stability. However, the US side emphasizes that this extension is not a “blank check.” Under the “America First” policy, the US seeks greater reciprocity and better market access for American farmers and ranchers.
Furthermore, the legislation includes new provisions recommended by the Ways and Means Committee to prioritize and simplify the access and processing of critical minerals in AGOA beneficiary countries, reflecting Washington’s strategic interest in countering global competitors.
