Roland Kobia, Ambassador of the European Union (EU) to Madagascar, is calling for better utilization of aid in a context of dwindling international funding. He believes that Madagascar must demonstrate greater efficiency, transparency, and commitment to fighting corruption to maintain the trust of its partners. While welcoming the guidelines set out by the ‘Refondation’ (the current government’s reform agenda), he urges the authorities to accelerate reforms.
In an interview, Kobia emphasized that the EU remains Madagascar’s largest trading partner, donor, and investor, accounting for 90% of the country’s external partnerships alongside other democratic allies. He stressed that while the EU does not engage in threats, the current global climate of scarcity means that international aid will increasingly be directed toward partners who demonstrate the best governance and the most effective use of resources.
Addressing the business environment, Kobia noted that while Madagascar has vast potential, it remains under-exploited due to institutional challenges. He highlighted the importance of the Economic Partnership Agreement (EPA), which provides Madagascar with preferential access to the European market, and encouraged the government to further leverage this framework to boost exports.
Regarding the government’s reform agenda, Kobia expressed support for the stated goals of democracy, justice, and economic development, but noted that there is a need for a greater sense of urgency in areas such as national consultation, election preparation, and economic recovery as the 2027 election cycle approaches.
