The Analamanga Region has brought together local stakeholders to define its budgetary priorities for 2027. Discussions focused on infrastructure, agriculture, social protection, and security.
The Analamanga Region aims to better voice its territory’s needs in the drafting of the 2027 budget. A regional budget conference was held on Monday, August 31, 2026, at the National School of Administration of Madagascar (ENAM), gathering representatives from the administration, decentralized territorial collectivities, parliamentarians, the private sector, civil society, and technical and financial partners.
This meeting is part of the preparation process for the 2027 Initial Finance Bill (PLFI). Launched in the Itasy region on August 21, these regional budget conferences are continuing across the country to collect local needs and priorities to better guide state budgetary decisions.
In Analamanga, discussions focused on road infrastructure, agriculture, support for producers, social protection, and security. These sectors are considered essential for improving living conditions and supporting regional economic activity. The goal is to align available resources with local realities.
“What matters is not the amount, but its impact on the population,” emphasized Rovamalala Linah Rakotondranaivo, Director of Budget at the General Directorate of Finance and Budgetary Affairs (DGBF). This approach reflects a desire to prioritize the efficiency of public spending and concrete results.
The private sector is also at the heart of these priorities. Infrastructure development, particularly roads and energy, is seen as a key lever to facilitate trade, support production, and attract investors. Parliamentarians called for greater consideration of regions and districts in the future finance law, ensuring that development benefits local populations.
Minister of Refoundation, Hanitra Razafimanantsoa, stressed that administrative reform must include changes in working methods, not just political orientation. The Minister of Economy and Finance emphasized aligning regional priorities with the General Policy of the State, noting that road degradation costs the economy approximately 320 million dollars annually.
