The Urban Commune of Antananarivo (CUA) is mobilizing to enforce the sanctions stipulated by the Municipal Hygiene Code (CMH). A delegation will conduct surprise ‘punch’ operations starting September 4th.
Dr. Anjarasoa Maharavo Rasoanomenjanahary, Director of Water, Sanitation, and Hygiene at the CUA, explained that hygiene inspectors, accompanied by municipal police, will target specific locations. In case of violations, they will impose financial penalties, demand immediate cleanup, and ensure compliance with current regulations.
The inspection will focus on four key pillars: waste management, market hygiene, standard sanitary facilities, and public order. These measures require merchants to maintain cleanliness around their stalls and mandate that individuals dispose of waste only in designated areas. Furthermore, strict rules are set for septic tanks and latrines to prevent illegal discharge into public sewers.
These regulations apply to all residents, visitors, and business operators within Antananarivo. While previous announcements have been made, the CUA emphasizes that this time, enforcement will be strict to ensure a cleaner and more dignified city. Financial penalties for violations range from 5,000 to 500,000 Ariary, with the municipality utilizing official fine receipt books to issue citations.
