At the 17th session of the Conference of the Parties (COP17) to the United Nations Convention to Combat Desertification (UNCCD), held in Ulaanbaatar, Mongolia, from August 17 to 28, the Great Island is highlighting its Drought Investment Plan as a strategic tool to strengthen community resilience and facilitate access to new international funding mechanisms. Madagascar’s Minister of Environment and Sustainable Development, Nolave Luck Aristide Andriatsihala, emphasized the need to build partnerships based on the real needs of the country and its communities.
During the high-level ministerial dialogue, Minister Andriatsihala stated that drought resilience should not rely solely on emergency interventions during crises, but on proactive investments in the population’s capacity to cope. He noted that resilience is built by investing in the capabilities of women, youth, and children before the next drought arrives, rather than just funding communities after a crisis.
Madagascar is one of three pilot countries selected for this plan, alongside Zimbabwe and Mozambique. The initiative is part of the Riyadh Global Drought Resilience Partnership and the Drought Investment Facilities, supported by Luxembourg. The goal is to transform national priorities into structured projects that can mobilize international resources effectively, with a focus on inclusive and community-driven implementation.
Additionally, Madagascar is developing a national drought plan under the Global Environment Facility (GEF-9) cycle. The country will benefit from a $27.17 million allocation under the GEF-9 System for Transparent Allocation of Resources (STAR) to support desertification control, ecosystem restoration, and community resilience.
