Strengthening capacities is essential. The “Haino Ifanabeazana Ho An’ny Fifindra-monina” (HIFI) project aims to train journalists and radio professionals in the Androy, Menabe, and Boeny regions to improve media coverage of migrations linked to environmental and climate changes. The goal is to promote more balanced and in-depth media treatment of population movements, particularly in the Grand Sud, where displacement is frequently tied to drought and the degradation of livelihoods.
Between 2019 and 2022, approximately 13% of the population in 20 communes of the Grand Sud were reportedly forced to relocate due to climate hazards. The HIFI project intends to help media professionals better document the causes and consequences of these movements by considering their environmental, climatic, social, and economic dimensions.
Population displacement in the Grand Sud can be temporary or cyclical. It can also weaken affected households and increase pressure on resources in host areas. Media coverage limited only to emergency situations risks overlooking the structural factors that explain these movements.
The announced training is intended to provide journalists with more benchmarks to address these issues in their complexity and avoid approaches that might reinforce the stigmatization of migrants. The challenge will be to strengthen their understanding of the links between climate change, livelihoods, and population mobility, in order to contribute to more documented information on environmental and climate migration in Madagascar.
Implemented from August 2026 to July 2028 as part of the multi-country Media and Migration (Médiamig) program, the project is led by GRET, the Coalition of Radios, and the Tranoben’ny Tantsaha, with support from the French Embassy in Madagascar and the AFD. The actions will target journalists and radio professionals in the Androy, Menabe, and Boeny regions.
