The Executive branch announced the tax exemption on imported rice to provide relief to households during the lean season. However, consumers have yet to feel the impact in the markets.
One week after the announcement of the tax exemption for imported luxury rice, prices remain almost unchanged. “This measure has had no effect on the price. A kilo of luxury rice is still selling for 2,700 ariary, just as before,” remarked Liana Ramisason, a mother shopping at a grocery store in Ampasampito yesterday.
In Anosibe, wholesale prices have not seen any significant change either. “There is a slight decrease of about 5,000 ariary per 50 kg bag,” noted Jean-Baptiste Randrianimanana, a wholesaler in Anosibe. The price of a bag of ‘stock’ rice had initially risen from 96,000 to 120,000 ariary following the application of 20% customs duties and 5% VAT. In recent days, it has fallen slightly to 114,000 ariary. As for luxury rice, initially sold at 105,000 ariary, its price climbed to 130,000 ariary before stabilizing around 125,000 ariary.
“Our current stock was purchased while taxes were still in effect. That is why we are unable to offer a significant reduction for the moment,” added Jean-Baptiste Randrianimanana.
The announced tax exemption is not expected to have an immediate effect on the market. “This measure only came into force a week ago; it will only apply to future shipments. The products currently on the market come from previous cargo,” explained Rufin Zafimihary, Director of Competition and Market Regulation (DCRM) at the Ministry of Trade and Consumption.
Future shipments are not expected for another one or two months, towards the end of September or October. “We are still waiting for requests from importers,” the official continued. He emphasized that imports must remain regulated. “What is imported must be adjusted according to the quantity of stock available,” the source explained. Madagascar has reportedly already imported nearly 350,000 tons of rice since January, with approximately 330,000 additional tons needed by the end of the year.
The Executive has decided to temporarily suspend fiscal measures applied to imported rice. “This measure was taken to cope with the lean season. In March, local rice should be abundant on the market again, and taxes will be reinstated,” the official explained.
