Sanitation operations led by the Urban Commune of Antananarivo (CUA) often lack lasting effects. A few days, or even hours after cleaning, garbage reappears. The streets of Anosibe are a perfect example. Municipal teams have conducted cleanup operations there, but the area quickly returned to its usual state. “The problem is that during the cleaning, water did not flow due to clogged canals,” explains a municipal official. These obstructions are mainly due to illegal waste dumping, a practice that persists despite numerous awareness campaigns led by the CUA.
In Ampefiloha, near the La Réunion Kely sector, the surroundings have remained clean since the CUA operations. However, garbage continues to invade the canal crossing the neighborhood due to illegal dumping. The same observation applies to the Avenue of Independence and Behoririka. Although cleaning is daily, waste accumulates constantly, and the streets remain permeated with the smell of urine, especially in the evening.
The Antananarivo City Hall is intensifying public awareness regarding maintaining cleanliness in the city. “Canals are not dumpsites,” “Respecting cleanliness is everyone’s duty,” “It is strictly forbidden to throw garbage into drainage canals,” and “The cleanliness and maintenance of the city are a shared responsibility,” the city reminds citizens.
Sanctions have also been announced against those who do not respect the municipal hygiene code. However, these measures are struggling to produce results. People continue to throw garbage everywhere and relieve themselves outside of public toilets. “Our main obstacle remains our mentality,” regrets a city hall official.
