A vigilance mechanism needs to be strengthened. While the Executive has already announced temporary entry bans for non-resident foreign nationals who have stayed in or transited through countries affected by Ebola, the National Assembly is urging the government to further tighten health controls at the borders.
The goal is to prevent the introduction of the Ebola virus into Madagascar, emphasized the institution’s president, Siteny Randrianasoloniaiko, during the opening of the National Assembly’s extraordinary session this Tuesday. “I call on the government to strengthen preparedness and take all necessary measures to prevent the introduction of the Ebola epidemic into our country,” he stated in his opening address.
No cases of Ebola have been reported in Madagascar to date. However, the National Assembly believes it is necessary to maintain a high level of vigilance, particularly due to the movement of people between Madagascar and other African countries.
The Parliament’s call comes as the government has already reinforced preventive measures. An inter-ministerial note dated August 19 provides for entry restrictions for individuals arriving from countries affected by Ebola.
Non-resident foreigners who have stayed in or transited through an affected country within the 21 days prior to their arrival are not permitted to enter Madagascar. Travel from Madagascar to the countries affected by the epidemic is also temporarily suspended.
Specific provisions are in place for Malagasy nationals, foreigners residing in Madagascar, as well as diplomats and expatriate workers of international organizations and NGOs. These categories may enter the country after staying in or transiting through an affected country, but are subject to a mandatory 21-day quarantine.
The strategy relies on monitoring border movements, identifying individuals who have stayed in affected areas, and managing them during the established incubation period.
