The National Assembly returns to the hemicycle tomorrow for an extraordinary session. This impromptu meeting comes at a time when the Lower House is in the midst of a political storm.
Under pressure, the National Assembly will convene for an extraordinary session starting tomorrow, following a decree issued by the Council of Ministers on July 7. The session was requested by the deputies themselves, in accordance with the Constitution, which allows for such meetings at the initiative of the Prime Minister or the absolute majority of the members of the National Assembly.
The agenda for this session was only published on Friday. Behind the scenes, the delay was attributed to preparations for the SADC Parliamentary Forum, which was originally scheduled to be held in Antananarivo from August 22 to 29 but was recently canceled. The cancellation has cleared the way for the Lower House to focus on parliamentary work.
Beyond the scheduling, this session takes place during a particularly sensitive period for the Tsimbazaza institution. There is growing speculation about the future of the National Assembly and its permanent bureau. Since the youth consultation held at the Ivato International Conference Center (CCI) in late July, calls for the dissolution of the Lower House have become increasingly insistent, with groups like the Association of Dynamic Students of Madagascar (Assedu-Mada) publicly supporting the move.
Additionally, there are calls for the resignation or removal of the Assembly President, Siteny Randrianasoloniaiko. Meanwhile, a new political platform called “Vovonan’ny fihavaozan’i Madagasikara” (VFM), composed of independent deputies and dissidents from the “Isika rehetra miaraka amin’i Andry Rajoelina” (Irmar) coalition, has emerged to defend the institution and participate in ongoing political dialogues.
The draft law on Access to Public Information (LAICP), a long-awaited piece of legislation aimed at fighting corruption, is notably absent from the seven items on the agenda for this extraordinary session, despite having been previously postponed by deputies on May 18.
