Civil registry is a key issue for citizenship and the integration of young people. The Urban Commune of Antananarivo (CUA), the Andrimaso Association, and the International Organization of La Francophonie (OIF) are implementing the pilot project “Civil Registry and Youth Employment in the Analamanga Region,” which was launched in May 2026 and is scheduled to run until June 2027. The lack of a birth certificate remains a significant barrier.
