From specific reform prescriptions to clear support for the process, the Southern African Development Community (SADC) has “welcomed the constructive engagement” it observed in Madagascar. While the resolutions of the Extraordinary Summit on June 29, 2026, formulated precise measures expected from the government, those of the 46th Ordinary Summit display unequivocal support for the process. “The Summit reaffirmed SADC’s commitment to supporting Madagascar’s reform process and development agenda,” the final document of the Summit states.
However, this support comes with recommendations. Malagasy stakeholders are invited to “prioritize dialogue” to discuss various demands, and all are called upon to “preserve the relative calm that prevails in the country.” The Panel of Elders, the Mediation Reference Group, and the SADC Secretariat remain committed to supporting the reform process in Madagascar. Joaquim Chissano, former President of Mozambique, is himself a member of the Panel of Elders.
In its resolutions, SADC also emphasizes the importance of a return to constitutional order. Its support for the process is expected to focus on this point, as well as on “the promotion of inclusive governance, democratic institutions, accountability, human rights, and citizen participation.”
