Progress in the process of restoring constitutional order in Madagascar is being discussed in South Africa, where the 46th Summit of the Southern African Development Community (SADC) is taking place. The topic is expected to be at the heart of the meeting between the President of the Refoundation, Colonel Michaël Randrianirina, and the President of the Republic of South Africa, Cyril Ramaphosa, this Sunday morning in Durban. The Malagasy head of state arrived in South Africa on Sunday. The matter will also be discussed during the meeting of the SADC Organ Troika on Politics, Defence and Security Cooperation, which precedes the main SADC Summit of Heads of State and Government.
The issue was already addressed during the Ministerial Committee of the Organ (MCO) meeting held on Saturday. As stated in the SADC secretariat’s communiqué following the meeting, “the results of this meeting will be presented to the SADC Organ Troika Summit of Heads of State and Government, which will be held on August 16, 2026.” On this occasion, SADC Executive Secretary Elias Magosi emphasized the need for “sustained attention to support lasting peace and stability on the Great Island.”
Despite this call for “sustained attention,” Elias Magosi acknowledged in his opening remarks to the SADC Council of Ministers last week that “notable progress has been made in resolving political and security challenges in the Democratic Republic of Congo and Madagascar.” This, he noted, demonstrates “the effectiveness of our collective efforts and our commitment to the peaceful settlement of disputes.” He also “commended the Panel of Elders and the Reference Group for leading SADC’s mediation efforts in Madagascar following the political changes of 2025.”
During an extraordinary virtual summit held on June 29, SADC urged the government led by Colonel Michaël Randrianirina to pursue “clear, time-bound, transparent, and inclusive” reforms, involving all Malagasy stakeholders and subject to broad communication in national languages. It specifically called for inclusive dialogue, reconciliation, and national consultations during the transition. It also urged the release of political prisoners, an end to arbitrary arrests of opposition leaders and members of Generation Z, and the return of political exiles to Madagascar.
