The property tax on built properties (IFPB) has seen a decrease for the 2023-2024 fiscal year. “The reduction ranges from 30% to 70%, depending on several criteria such as the property’s surface area, geographical location, and occupancy status (rented or owner-occupied),” explained Tony Rabarison, head of the revenue service of the Urban Commune of Antananarivo (CUA), during the launch of the “IFPB Month” yesterday.
The tax amount was readjusted through a downward revision of the rental value. “In 2021-2022, the amounts on tax notices were very high, leading to numerous complaints. At the time, the municipality used rebates or tax relief, but this time, the base value used for tax calculation has been directly revised,” explained Financial Director Benoît Lucien Razafimandimby.
The municipality hopes this tax relief will encourage citizens to fulfill their obligations. “It was the excessive tax amount that discouraged taxpayers. From now on, everyone will pay a fair and equitable amount, which should encourage the population to come and pay their taxes,” he added.
The recovery rate remains very low. Out of 200,000 registered dwellings, only 33,000 properties have paid this tax, barely 15% of taxpayers, according to Tony Rabarison. Due to these low tax revenues, the municipality is unable to fully carry out its public service missions and must settle for covering its operating expenses, leaving no room for road works or public lighting installation.
Taxpayers have one month to pay this tax at the counters of the capital’s six districts. The CUA reiterates its call for tax civic duty, noting that this tax is essential for financing infrastructure, sanitation, and urban development in Antananarivo.
