A date to remember: The tanker Sunda One, carrying fuel directly imported by the State for JIRAMA, is scheduled to dock this Wednesday, August 12, at the Port of Toamasina. Guillot Ramilison, Director General of the State Procurement of Madagascar (SPM), the entity authorized by the State to carry out these operations, stated that the 63,000 m³ cargo originated from Asia but was negotiated through the Nigerian company Sahara Group.
“Due to the urgency, the company negotiated with the vessel that was closest and could be quickly rerouted to Madagascar,” the SPM Director General explained. According to vessel tracking sites, the Sunda One departed from a Chinese port on July 24.
As announced by the Minister of Energy and Hydrocarbons, Radonirina Lucas Rabearimanga, this volume should allow JIRAMA to operate its thermal power plants for several months. Additionally, Guillot Ramilison noted that the cargo will help the State build a six-month strategic diesel reserve. “This fuel is for JIRAMA, but we are open to requests from distributors if they have urgent needs,” he added.
By importing diesel directly without using traditional local distributors, the State hopes to reduce costs. According to Ramilison, the diesel on board the Sunda One costs “a few hundred ariary less” for JIRAMA. “As a regulator, the SPM’s role is to manage prices and stocks,” he said.
To store the diesel, the SPM plans to use the storage facilities of Logistique Pétrolière SA (LPSA) as well as JIRAMA’s own storage tanks, for which the company recently obtained a storage license via a decree issued during last week’s Council of Ministers meeting.
For transportation, the SPM mentioned the company Madarail, whose capacity has increased from 4,000 m³ to 7,000 m³ per day, with the potential to reach 14,000 m³. Meanwhile, the Minister held discussions with the Galana Raffinerie Terminale (GRT) in Toamasina last Friday.
Under the new law governing the exercise of certain downstream petroleum activities by a state-authorized entity, “the entity authorized by the State has free and non-discriminatory access to essential infrastructure, particularly to depots and import terminals operated by any logistics provider or holder of a hydrocarbon storage license established in the Republic of Madagascar.”
