Omnis is revising its approach to the extractive sector. Sixteen projects are planned to strengthen the oversight of mining and petroleum activities in Madagascar.
The goal is to better regulate the exploitation of mineral and petroleum resources to ensure greater benefits for Madagascar. This is the ambition stated in the 2026-2030 Strategic Refoundation Plan of the National Office of Mines and Strategic Industries (Omnis), presented yesterday in Besarety.
Developed over three months, this plan includes sixteen projects designed to adapt the Office to the new challenges of the sector. “What has been done so far and has already shown results will be maintained. However, we must also make changes based on global realities and those of Madagascar,” explained Brigadier General Tsilavonjato Honoré Andriantaolo, Director General of Omnis.
This overhaul comes as the mining sector enters a new phase with the resumption of permit applications, following their suspension since 2010. This opening must be accompanied by new guarantees so that national resources benefit the country more effectively.
“Anyone wishing to engage in mining activity must make a contribution, particularly through social investments and participation in community development. The State must also be present at every stage, from exploration to exploitation and processing,” stated Carl Andriamparany, the Minister of Mines.
Beyond mining activities, Omnis also aims to strengthen its role in the hydrocarbon sector. “Madagascar has more than 500 onshore and offshore oil blocks,” according to the Office. A new framework, including a production-sharing model, is intended to better define the relationship between the State and operating companies.
The issue of heavy oil is among the topics being monitored under this new dynamic. “Omnis seeks to protect the interests of the Malagasy people. Since May, we have been in discussions with the company exploiting this resource. It is a struggle, as the agreement dating back to 2004 has not yet expired,” the Director General indicated. Discussions are currently continuing confidentially between the parties involved.
Through this strategic plan, Omnis seeks to find “a balance between attracting new investments and better valuing national resources for the benefit of Madagascar.”
