“All agents are called upon to ensure their service.” The Ministry of Transport and Meteorology announced that it has requisitioned agents from the Agency for Aerial Navigation Safety in Africa and Madagascar (ASECNA) on the eve of a strike scheduled for August 5, 6, and 7. While stating that it does not wish to prohibit the social movement, the ministry cited the unique status of the agency’s personnel to justify its decision. According to Minister Herizo Ramanambola Andrianavalona, the measure aims to guarantee the continuity of air navigation services and prevent any disruption to flights departing from or arriving in Madagascar.
The minister explained that agents of this intercontinental organization are subject to a unique status common to all 19 member states, rather than the labor laws of individual countries. He noted that a resolution adopted by the ASECNA Committee of Ministers in July 2023 reinforced the obligation for agents to “ensure, at all times and in all circumstances, the continuity of the public service of air navigation safety.”
The ministry emphasized that maintaining services is essential for medical evacuations, military flights, and all operations related to air navigation safety. Under the unique status, failure to comply with this continuity obligation constitutes serious misconduct that could lead to immediate contract termination. The ministry also clarified that any potential sanctions fall under ASECNA’s disciplinary provisions.
The agents’ grievances primarily concern a decrease in remuneration linked to exchange rate fluctuations. However, the minister stressed that the Malagasy government is not authorized to decide on ASECNA staff salaries, as this falls under the jurisdiction of ASECNA’s general management. While a visit by the ASECNA Director General was planned for August 3-8, the strike threat led to its cancellation, with the Director of Human Resources and a consultant sent instead to continue discussions.
ASECNA has adopted a roadmap to address these demands starting in 2027, following studies scheduled for 2026. Unions are requesting an earlier implementation of these measures or, failing that, a retroactive payment corresponding to the second half of 2026.
