A new platform has been launched to support the digitalization of habilitation and accreditation procedures for public and private higher education institutions. Officially presented on August 3 at the ministry’s headquarters, the digital platform for Habilitation, Accreditation, and Equivalence (HAE) aims to enable real-time file tracking, reduce fraud risks, and accelerate application processing.
The platform now centralizes applications for habilitation, accreditation, and equivalence for higher education institutions. According to Bearisoa Rakotoniaina, Director of Accreditation and Quality Assurance (DAAQ) at the ministry, it allows institution heads to track every stage of their file processing without the need for multiple trips or administrative hurdles.
Beyond simplifying procedures, the launch of this platform also aims to strengthen transparency. Through digital tracking, institutions can know the status of their application at any time. The system also intends to limit manipulation, reduce irregularities, and make every step of the process more traceable, according to the DAAQ. As of July 10, 2026, the Ministry of Higher Education and Scientific Research (Mesupres) had received 546 requests. Approximately 250 of these are expected to be examined during the next session of the National Habilitation Commission (CNH), scheduled to begin on September 21.
The presentation session for the HAE platform, led by the ministry’s Secretary General, Professor Jaona Harilala Andriamaniraka, brought together heads of public and private higher education institutions. Through this innovation, the ministry intends to modernize and digitize the management of academic procedures while strengthening quality requirements in higher education.
